Step 1 – Planning

The Council for the Municipality of Hastings Highlands, property owners, developers, planners and the public play an important role in shaping a community. An official plan sets out your municipality’s general policies for future land use.

Zoning bylaws put the plan into effect and provide for its day-to-day administration. The Municipality’s Comprehensive
Zoning Bylaw specifies the permitted uses and the required standards for building and developing properties. They contain specific requirements that are legally enforceable. Construction or new development that doesn’t comply with a zoning bylaw is not allowed, and the municipality will refuse to issue a building permit.

As part of the initial process, we strongly recommend you complete the Preconsulation Form with a sketch/site plan:

Please forward the completed Preconsultation Form to the Planning Department by:

  • Submitting a Customer Service Request. Include the completed form as an attachment within the
    request; or
  • By mail or drop-off to the Municipal Office (33011 Hwy 62, Box 130, Maynooth, ON K0L 2S0)

    *Include sketch/site plan and letter of authorization from owner (if applicable)

Approval for certain applications or permits is needed from other agencies, including, but not limited to, the following:

  • Docks: If the dock area is 15 square metres (161 ft²) or more, approval is also required from the Ministry of Natural Resources.
  • Severance (Consent): Please complete the severance (consent) pre-consultation form (with as much detail as you can) and forward it with a simple concept severance sketch of the proposed severance to County of Hastings Planner Gib Garrett for his review. The number of proposed lots, sizes and use is required for review. The submission will be assessed and feedback provided for severance potential, to identify any potential constraints, required studies and other pertinent information that may need to be completed in support of any future application for Consent (severance). This review is a free service provided by Hastings County. Due to current COVID situation and direction provided to employees, Hastings County Planning staff is predominantly working off-site. The number and complexity of received inquiries as well as access limitations may impact response times.
