Boulter Road Bridge Closure – Fall 2025
Project Overview
The Municipality of Hastings Highlands announces the planned closure of the Boulter Road Bridge in the fall of 2025. Located 500 meters south of the intersection with Municipal Road 62, traffic will be redirected via the existing sideroad Old Highway 62, increasing the travel distance by only 1.5 km to Highway 62.
As part of the Municipality’s budgetary planning and research process, a traffic count was conducted on the affected road between July 23, 2024, and August 19, 2024. During this period, an average of 202 vehicles per day were recorded, reflecting traffic patterns during the peak holiday season. It is important to note that traffic volumes are typically lower during non-peak seasons, meaning daily vehicle counts will be significantly reduced for much of the year.
Why This Project is Necessary
Following an OSIM inspection a decade ago, the bridge received an emergency repair to extend its use while planning for a permanent replacement. Regular assessments, including a 2023 OSIM inspection, confirmed the need for replacement within 1–5 years. A like-for-like replacement is estimated to cost approximately $1.1 million (not including design, contract administration, or environmental assessments). Considering replacement costs, future maintenance, public safety risks, and municipal liability, The Municipality has decided to close the bridge and redirect traffic via Old Highway 62, an already maintained route that ensures cost efficiency.
While this decision was not made easily, it is a decision based on affordability and asset management reality. This methodology allows us to provide an accurate estimate for route maintenance without the need for a full design process. Furthermore, The Municipality is being proactive and prioritizing this bridge to mitigate against any unplanned, unbudgeted emergency that could impact public safety as well as cost.
NOTE: The Municipality did investigate the installation of multi-plate culverts as an alternative option as well. The preliminary environmental impact assessment of that option was not favourable and would make the installation of culverts complicated and excessive due to required approvals.
What to Expect
Next Steps for the Boulter Road Bridge Closure will include:
- Development of timelines for project components to be completed;
- Preparation of applicable tender documents;
- Bylaw approval by Council to permanently close Boulter Road bridge with appropriate public notice;
- Liaise with Hastings County to readdress impacted properties and rename roads as required;
- Formally close Boulter Road bridge and installing appropriate barriers and new signage as required.
